Special Session HB 1 - provides the state with measures to ensure a balanced budget.


The bill was co-sponsored by House Majority Leader Mary Jane Wallner and Senate Majority Leader Joe Foster.

• Makes an appropriation to the community college system for the renovation of the Pease campus and specifies that a portion of the bonded appropriation shall be reduced or redeemed by the sale of the Stratham campus.

• Lapses the unencumbered balance of certain prior appropriations to the community college system.

• Extends the date by which the Stratham campus shall be transferred to Pease.

• Increases the state bonding authority for the Pease development authority and requires the authority to repay the state for a portion of the principal on the outstanding bonds.

• Provides for a contingent transfer of funds from the general fund to the capital fund for the purpose of funding school building aid.

• Repeals the prospective repeal of the electronic fee handling charge of the secretary of state, which will save the state $100 thousand to the general fund.

• Corrects fish and game department operating budget totals and sources of funds for programs appropriated additional sums by HB 1648-FN of the 2008 legislative session.

My comment: They fear they will lose in November because NH voters are sick of their tax and spend mentality in Concord so now they're trying to "pretend" they are cutting costs. Some of the kooky laws they enacted have also gotten many voters upset. Too little too late for most voters.

RD when was the public hearing for this bill? I'm interested in hearing what the public at large thought of it. Since it is a bonding issue as pointed out in the first bullet point I would assume it went before a public hearing, right? I would hate to think the Democrats who put this up would have done anything sneaky with it.
