Shea-Porter Calls for Aid for Fishermen

Washington, DC -- Congresswoman Carol Shea-Porter last week called on the Department of Commerce to provide disaster relief to the embattled New Hampshire fishing industry. In a letter dated October 17th, Shea-Porter wrote to Commerce Secretary Carlos Gutierrez to request that he give his “full consideration” to Governor Lynch’s efforts to declare a resource disaster for the commercial fishing industry.

“The fragile fishing industry in New Hampshire is an important part of our economy and a valued piece of our heritage,” Shea-Porter wrote in the letter. Citing fisheries regulations that “have already had a severe impact on the fishing industry in our state,” Shea-Porter warned that recent regulations “threaten to further hinder our fishermen’s ability to remain a sustainable industry in New Hampshire.”

In November of 2006, the New England Fishery Management Council imposed Framework Adjustment 42, a new set of rules which effectively cut in half the number of days that fishermen were allowed to fish. Along with other regulations, this has had a devastating effect upon the entire fishing industry in New Hampshire, affecting not only fishermen, but the processing, distribution, and retail workers as well. In response, Governor Lynch, along with Maine Governor John E. Baldacci, has requested that the Department of Commerce declare a fisheries failure for the New Hampshire and Maine.

There are also concerns that the shortened fishing season will lead to over-fishing of certain species that have a higher market value. “As a dedicated environmentalist, I deeply appreciate the need to protect our oceans and marine species and to ensure healthy fishing stocks,” said Shea-Porter in her letter. “However, we also need to consider the impact that our regulatory activities have on our local fishermen.”

Congresswoman Carol Shea-Porter voted with a nearly unanimous House of Representatives to pass a four-year extension of the internet tax moratorium. The bill extends the moratorium on state and local taxes on Internet access – which is scheduled to expire on November 1st of this year – until November 1, 2011.

“Internet access is as fundamental to life today as access to paper was a century ago,” said Congresswoman Shea-Porter. “The internet has opened up business and educational opportunities for people across the country – especially in rural areas. We must increase internet access and affordability so that everyone can participate in the global economy.”

Congresswoman Carol Shea-Porter joined with six other members of the freshmen class to announce the Article 1 Initiative – a new movement to reassert the role of the Congress as defined under Article 1 of the Constitution. Speaking outside the Cannon House Office Building in Washington this morning, the lawmakers declared their intent to restore the balance of power between Congress and the President.

“Congress has a responsibility to the American people to defend the separation of powers established by the Constitution,” said Congresswoman Shea-Porter. “John Adams once wrote that we are ‘a government of laws and not of men.’ The founding fathers established our system of checks and balances because they peered into the future, and they were worried about men like the President, who has systematically ignored the Constitution.”

Congresswoman Carol Shea-Porter voted to pass a bill that would help promote economic growth in Carroll County. The legislation would create a Northern Border Economic Development Commission (NBEDC) to invest $40 million a year in communities across the northern regions of New Hampshire, Maine, Vermont and New York.

“In towns across New Hampshire, young people are moving away because there aren't enough good paying jobs. Our communities are doing their best to turn things around, but they can't do it alone.” said Congresswoman Shea-Porter, an original co-sponsor of the bill. “This bill will bring New Hampshire tax dollars back to New Hampshire and invest federal funds in areas like infrastructure, health care, and broadband internet to help attract businesses and create jobs.”

Congresswoman Shea-Porter is an original co-sponsor of the bill, which passed the House today by a bipartisan majority of 264 to 154.

The NBEDC will develop and implement region-wide plans, working along with state, local, and non-profit organizations, to promote economic growth and job creation. The level of investment will increase by $5 million every year from $40 million to a total of $60 million by the year 2012.

The commission also preserves the independence of the individual states to maintain control over what happens within their borders, guaranteeing that no project can be undertaken without the permission of the states involved. Additionally, projects will be developed and administered by local economic development districts, so that local officials and experts are heavily involved in shaping and directing the investment.

Oh, now that's rich. What a hypocrite.

Rep. Col. David Crockett wrote:I will not go into an argument to prove that Congress has no power to appropriate this money as an act of charity. Every member upon this floor knows it. We have the right, as individuals, to give away as much of our own money as we please in charity; but as members of Congress we have no right so to appropriate a dollar of the public money.

And Carol Che-Porter...
61. H.R.2 : To amend the Fair Labor Standards Act of 1938 to provide for an increase in the Federal minimum wage.

62. H.R.3 : To amend the Public Health Service Act to provide for human embryonic stem cell research.

63. H.R.4 : To amend part D of title XVIII of the Social Security Act to require the Secretary of Health and Human Services to negotiate lower covered part D drug prices on behalf of Medicare beneficiaries.

64. H.R.5 : To amend the Higher Education Act of 1965 to reduce interest rates for student borrowers.

66. H.R.20 : To provide for research on, and services for individuals with, postpartum depression and psychosis.

68. H.R.23 : A bill to amend title 38, United States Code, to direct the Secretary of Veterans Affairs to establish the Merchant Mariner Equity Compensation Fund to provide benefits to certain individuals who served in the United States merchant marine (including the Army Transport Service and the Naval Transport Service) during World War II.

71. H.R.82 : To amend title II of the Social Security Act to repeal the Government pension offset and windfall elimination provisions.

...etc...etc...etc...

13. H.CON.RES.198 : Expressing the sense of Congress that the United States has a moral responsibility to meet the needs of those persons, groups and communities that are impoverished, disadvantaged or otherwise in poverty.

And doesn't Congress have anything better to do than observe, celebrate, recognize, and commemorate? I suppose, though, that all that is much better than the alternative: APPROPRIATE.

And she apparently wants the US military out of Iraq and to lay off Iran, but wants them into Sudan (H.Res.726). It must be hard to make voting decisions without a set of consistent principles.

Carol Shea-Porter voted against providing affordable health care to uninsured working families. (House Roll Call 10)

voted for $6.5 billion in new taxes on American energy producers. Voted for higher energy prices for American consumers. Voted to stifle domestic energy production. And voted to increase America's dependence on foreign sources of energy. (House Roll Call 40)

Shea-Porter has made her allegiance to protecting illegals abundantly clear: Shea-Porter voted not once, not just twice, but three times to make it easier for illegal immigrants to receive federal housing assistance, instead of ensuring that the funds go to the low-income Americans. (House Roll Call 628, 814 and 875)

Carol Shea-Porter voted against increasing funding for border security. (House Roll Call 471) Shea-Porter then voted against full funding for the construction of the border fence as mandated by Congress. (House Roll Call 490)

voted to pave the way for one of the largest tax hikes in history. (House Roll Call 377)

Carol Shea-Porter showed a commitment to raising taxes immediately after being sworn-in: Her first vote elected Pelosi Speaker and her second vote made it easier to impose massive tax hikes on the American people. (House Roll Call 4)

By voting for the Democrats' $124 billion supplemental spending bill, Shea-Porter voted for legislation "stuffed full of pork," according to Citizens Against Government Waste, a nonprofit, nonpartisan government watchdog group. (Roll Call Vote 186)

voted for the Pelosi-Murtha "slow bleed" strategy to choke-off funding for American troops in harm's way. (House Roll Call 186) By voting yes, Shea-Porter voted for a date-certain for retreat and defeat in Iraq and voted to hamstring the mission by allowing Congress to micromanage the war. Ignoring widespread criticism from the American Legion and major news publications from across the country, she made it clear that she believes politicians in Washington can better execute the military's mission than the commanders on the ground. The bill she supported had been labeled "something of a trick" and an "unruly mess: bad policy, bad precedent, and bad politics" by news publications typically allied with the House Democrat agenda

Shea-Porter voted to turn over United States homeland security protections to the United Nations. (House Roll Call 14)

In her first opportunity to put partisan politics aside for the sake of cleaning up the mess in Washington, Carol Shea-Porter went back on her word by voting to give John Murtha a pass on a significant ethical breach. Murtha threatened to cut off earmarks for not ONE, but TWO members of Congress who voted against a Murtha-sponsored project that has been deemed wasteful and a "boondoggle." (House Roll Call 402)

RD, the vast majority of that list you compiled are things the federal government should NOT be wasting time even discussing.

"Recognizing and honoring York for his role in the Lewis and Clark Expedition."

"Expressing support for a National Foster Parents Day."

"Honoring the life of Thomas "Tommy" Makem."

What the heck! Leave the Lewis and Clark honoring to grade schools, don't waste my tax dollars on this. Those are NOT what I would consider bragable accomplishments of a federal level politician.

I don't mean to seem ungrateful. nhinsider.com gave me nothing at all and the list here is certainly a step up from that.

But are these really accomplishments to be proud of?

I've been giving this subject some thought and I don't know if you can fairly base her accomplishments solely on what bills she puts up.

Voting record can and should be highly considered when rating a politician. And personally I wouldn't mind an elected official who came up with no original ideas what so ever as long as they had a good voting record.

That said however based on what I've seen Carol's record is TERRIBLE.

http://www.vote-smart.org/voting_catego ... d=MNH89954

Under Budget, Spending Taxes she voted yes on nearly everything except allowing the import of prescription drugs and one or two others.

And look close at the bills, a lot of times the names can be misleading.

I took a look at the bills and it appears to me that she is nothing more than a sheeple who votes however the Dems tell her to vote. Lots of taxpayer money being spent on fools' ventures.

The government can't help the northern communities. Businesses and people leave for many reasons. Distance to ship materials, lack of good paying jobs. How is the government going to help that?

Berlin for example sits in the middle of nowhere. It is so far removed from the rest of NH cities that it costs a fortune to ship things in or to use an airport, visit a shopping mall, go to concerts, sporting events, etc. That's why people move from there. Unless the government has a plan to shorten the distance from Berlin to the rest of the world, it won't change.

The fact that she wants to encourage illegals to receive Section 8 housing while our own American citizens are on a waiting list for up to ten years (this is true in Manchester) is reason enough to vote her out of office. I'm not surprised by her lack of accomplishments. In fact it's about what I expected from someone that far left. Instead we lost two good congressmen due to Bush Derangement Syndrome

Rick, you seem to be complaining about official government recognition of outstanding individuals. If so, then shouldn't you also be criticizing our state government for recognizing the volunteer efforts of Deb, Phil, Ruth, Ted, and Mike? Shall we also leave the honoring of these fine individuals to grade schools?

And what about your local government declaring a business appreciation week, or some such taxpayer-funded advertising thing? I really don't see the difference.

If so, then shouldn't you also be criticizing our state government for recognizing the volunteer efforts of Deb, Phil, Ruth, Ted, and Mike? Shall we also leave the honoring of these fine individuals to grade schools?

I thought that was local? If it was state then yes I have the same problem there. Government should not be wasting time and money patting people on the back (with few exceptions... metal of honor winners for instance).

However in the one case I mentioned here on the federal level regarding York and Lewis and Clark... that's something LONG ago so it isn't even patting the back of someone still alive.

I wasn't supportive of that either. Government funds should be used for necessities of getting the jobs tasked to the government done and that is it. If someone volunteers on a local level and saves tax payers money then sure taking a moment to recognize that is something to consider. But Lewis and Clark? National Foster Parents day????
