dpw mulch pile/salt pile/etc?

I know residents are out there picking up some of the shred scrap when there are downed trees, and they have a salt pile out front free to residents I believe...

But is that free for any resident to show up and take? Do you need to get a sticker or anything beforehand or just drive up and take? Are there any limitations or things to know?
